Abstract
В условиях интеллектуализации современного общества и развития экономики знаний наблюдается доминирование интеллектуальной стоимости во многих сферах социально-экономических отношений и отраслях промышленности. Использование знаний является источником создания инноваций и эффективным экономическим ресурсом для развития интеллектуального предпринимательства. Появление новых взаимоотношений между сферой знания, предпринимательской средой, инновационным развитием и обществом свидетельствует об оптимистических прогнозах экономического развития и, вместе с тем с тем, очерчивает ряд новых проблем как в теоретическом, так и прикладном плане. Обозначенная проблематика имеет высокую актуальность и важность для Казахстана, т.к. страна в стратегическом измерении претендует стать центром инновационного развития в Центральной Азии для привлечения инвестиций в экспортоориентированную продукцию. В свете вышеизложенного статья посвящена рассмотрению перспектив и особенностей развития интеллектуального предпринимательства Казахстане. В процессе исследования рассмотрена теоретическая сущность понятия «интеллектуальное предпринимательство». Также обозначены функциональные группы интеллектуальных услуг, которые имеют значительные перспективы развития в Казахстане. С практической точки зрения разработаны рекомендации для органов власти в стране, которые нацелены на стимулирование развития интеллектуального предпринимательства. In the conditions of intellectualization of modern society and development of knowledge economy, the dominance of intellectual value in many spheres of socio-economic relations and industries is observed. The use of knowledge is a source of innovation creation and an effective economic resource for the development of intellectual entrepreneurship. The emergence of new relationships between the sphere of knowledge, entrepreneurial environment, innovative development and society indicates optimistic forecasts of economic development and, at the same time, outlines a number of new problems both in theoretical and applied terms. The mentioned problems are of high relevance and importance for Kazakhstan, as the country in the strategic dimension claims to become the center of innovative development in Central Asia to attract investments in export-oriented products. In the light of the above, the article is devoted to the consideration of the prospects and peculiarities of the development of intellectual entrepreneurship in Kazakhstan. In the process of research the theoretical essence of the concept of "intellectual entrepreneurship" is considered. Also functional groups of intellectual services, which have prospects for development in Kazakhstan, are outlined. From a practical point of view recommendations of authorities in the country, the direction to stimulate the development of intellectual entrepreneurship are developed.
