Abstract
The article discusses the issues of the implementation of the fourth-level budget and the decentralization of power through the formation of local self-government bodies (hereinafter referred to as LSG), which play an important role in the consistent strengthening of financial and economic independence of rural areas in Kazakhstan. The issues of forming the budget of the fourth level are considered as the basis of financial self-sufficiency of rural territories, which allows local self-government bodies to independently, effectively plan and distribute funds taking into account the needs of the population. The data of rural budgets of the Turkestan region for 2018-2020 were analyzed, which allowed to identify problems both in terms of its formation and execution. During the study, the method of economic analysis was used to determine the dynamics and structure of the formation of budgets of rural districts. The results of the analyses showed a great dependence of the fourth-tier budgets on transfers, which on average account for 88% of total revenues. As for the expenditure part, in addition to the costs of education, one can see the predominance of two types of costs: public services of a general nature and so on. In order to improve the structure of the budget of the local self-government, recommendations have been developed on effective planning and execution of the budget of local self-government (transfer of additional types of taxes to them, inventory of all property and stimulation of small business development in rural areas).
