Data confidence 70 medium
How this score is calculated

It is built from checkable properties of the record itself: whether the article has a DOI, how many independent sources confirmed its data, whether the required fields are filled in, and how recent the latest confirmation is. Disagreement between sources and a missing identifier lower it. A value of 80 or above means the record was published without further checking; 60 to 79 means it is published at reduced confidence, with a manual check advisable. A record verified by an editor by hand is never pushed below 90 by a recalculation. This scores our data about the article, not the article itself.

Abstract

This article presents the results of the evaluation of scientific and innovative activities of medical research organizations and medical universities for 2017-2019.When evaluating medical universities and research organizations, the following key indicators were taken into account: the volume of research carried out, publications (articles) in peerreviewed journals, citation of scientific papers over the past 5 years (including the Hirsch index), patents, research developments, commercialization of the research results and transfer of medical technologies, participation in international conferences.Among the positive aspects, it is worth noting the increase in the number of articles published annually in scientific journals indexed in international databases, the total number of citations of scientific papers in journals indexed in Web of Science (WoS) and Scopus, and the percentage of employees with the Hirsch index according to WoS / Scopus and Google Scholar / RSCI, the average Hirsch index according to WoS / Scopus and Google Scholar / RSCI, patent activity of medical research organizations and medical universities, the amount of annual profit from the commercialization of research results. At the same time, scientific activity indicators are not high enough for such indicators as the amount of research funding (in the Republic of Kazakhstan this indicator is only 0.005% of GDP, which is 60 times less than the level of OECD countries), the predominance of articles in low-rated journals (average impact factor / SCImago Journal ranking of journals in which Kazakhstani medical scientists are published is 2.0), the low proportion of scientists with the Hirsch index (9.2%),and generally low its values among most scientists (the average Hirsch index of personnel of medical universities and research organizations is 0.16), etc.In many organizations there are no achievements on key indicators of the performance of scientific and innovative activities.Taking into account the identified shortcomings, a set of measures was proposed, the implementation of which is required at the sectoral level as a whole, as well as at universities, research institutes and research centers.
