Abstract
The article examines the investment attractiveness of the agro-industrial complex of the Republic of Kazakhstan from a regional perspective. The relevance of the study is determined by the strategic role of the agricultural sector in ensuring food security, supporting sustainable regional development, and enhancing the competitiveness of the national economy, as well as by the need to improve the efficiency of attracting and utilizing investment resources. The purpose of the article is to conduct a comparative assessment of the investment attractiveness of the agro-industrial complex across the regions of Kazakhstan and to identify the factors determining differences in the level of investment activity and the effectiveness of investment. The methodological framework of the study includes economic, statistical, and comparative analysis, normalization of indicators, integral assessment, regional ranking, correlation and regression analysis, as well as systemic and institutional approaches. The information base consists of official statistical data from the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the Ministry of Agriculture of the Republic of Kazakhstan, and regional statistical materials. For the comprehensive assessment, a system of indicators was developed to reflect investment activity, production potential, development dynamics, and investment performance of the agricultural sector. The results reveal pronounced regional differentiation in the investment attractiveness of the agro-industrial complex. It was found that an increase in investment does not lead to a proportional increase in agricultural production in all regions, indicating differences in the efficiency of investment resource utilization. Based on the integral index, the comparative positions of the regions were determined, with the highest values recorded in Turkistan, North Kazakhstan, Pavlodar, Akmola, and Kostanay regions. The practical significance of the study lies in the possibility of using the obtained results in the development of differentiated regional agricultural and investment policies aimed at increasing the efficiency of capital investment and reducing territorial disparities.
