Abstract
The article analyzes the transformation of a traditional university into an entrepreneurial one as a process-cultural phenomenon. This analysis is based on the developed Tacit–SECI–Pattern Model (TSPM), which integrates the concept of tacit knowledge, the SECI model, and the interpretation of strategy as an emergent pattern of action. The empirical foundation of the study is a single case study focusing on the formation of the TAU-InnoHub entrepreneurial ecosystem at Turan-Astana University. The research demonstrates that the transition from isolated initiatives to a sustainable entrepreneurial ecosystem occurs through recurring cycles of tacit knowledge transformation, during which entrepreneurial practices are formed, reproduced, and institutionalized. Three phases of transformation are identified: the conversion of tacit knowledge into a usable resource; the institutionalization of patterns; cultural reinforcement. Unlike conventional approaches, these findings allow for viewing the entrepreneurial university as a dynamic ecosystem of reproducible practices, where strategy and culture arise emergently.
