How this score is calculated

It is built from checkable properties of the record itself: whether the article has a DOI, how many independent sources confirmed its data, whether the required fields are filled in, and how recent the latest confirmation is. Disagreement between sources and a missing identifier lower it. A value of 80 or above means the record was published without further checking; 60 to 79 means it is published at reduced confidence, with a manual check advisable. A record verified by an editor by hand is never pushed below 90 by a recalculation. This scores our data about the article, not the article itself.

Abstract

The study focuses on the legal aspects of cross-border portability of health insurance as a new direction for the development of international and national health law. The subject of the analysis is legal mechanisms to ensure the preservation of the insurance status of citizens when moving across state borders and receiving medical care abroad. The aim of the work is to identify international legal standards in the field of health insurance and to determine ways of their implementation in the legal system of the Republic of Kazakhstan. The methodological basis of the study includes comparative legal, systemic and institutional methods, as well as content analysis of international treaties, acts of the European Union and Kazakhstani legislation. As an empirical basis, international acts of the United Nations, the International Labor Organization, the World Health Organization, documents of the Organization for Economic Cooperation and Development, as well as national regulations of Kazakhstan (Code of the Republic of Kazakhstan "On People's Health and the Health Care System" and the Law of the Republic of Kazakhstan "On Compulsory Social Health Insurance") were used. As a result of the study, the main gaps in the current model of compulsory health insurance in Kazakhstan were identified, associated with the lack of norms on the mutual recognition of insurance status and the regulation of cross-border exchange of medical data. It was proposed to consolidate in the Code of the Republic of Kazakhstan the principle of cross-border portability of health insurance and to develop an agreement within the framework of the Eurasian Economic Union on the coordination of health insurance systems. The practical significance of the study lies in the development of legal recommendations aimed at integrating Kazakhstan into the international legal space of health insurance and strengthening constitutional guarantees of the right to health protection.
