How this score is calculated

It is built from checkable properties of the record itself: whether the article has a DOI, how many independent sources confirmed its data, whether the required fields are filled in, and how recent the latest confirmation is. Disagreement between sources and a missing identifier lower it. A value of 80 or above means the record was published without further checking; 60 to 79 means it is published at reduced confidence, with a manual check advisable. A record verified by an editor by hand is never pushed below 90 by a recalculation. This scores our data about the article, not the article itself.

Abstract

The article provides a detailed examination of the mechanisms of state support for small and medium-sized enterprises (hereinafter referred to as SMEs) in Kazakhstan under conditions of macroeconomic instability and increasing public debt burden. The relevance of the study is substantiated by the need to identify adaptive tools for business stimulation in a context of limited fiscal space. The study employs systemic and comparative analysis methods, as well as statistical processing of empirical data for the period 2021–2024. An institutional screening of existing support programs was conducted, and international experience in the digitalization of public services in Singapore and South Korea was analyzed. The findings show that the effectiveness of direct financial subsidies decreases in the absence of synergy with digital and educational initiatives. It is also demonstrated that the growth of public debt generates a “crowding-out” effect, leading to a reduction in the share of approved loan applications for SMEs. The introduction of integrated digital platforms and crisis-response debt restructuring funds is identified as a necessary condition for maintaining the sector’s resilience during periods of currency volatility. The practical significance of the results lies in their applicability for adjusting public policy in the field of entrepreneurship, as well as for minimizing budgetary risks.
