Abstract
В статье рассмотрены вопросы влияния цифровизации и цифровых технологий на развитие Казахстана в целом, а также территориальный прогресс в частности. Проанализированы современные научные работы, освещающие данную проблематику, и на их основе обоснована необходимость углубленного изучения этого вопроса. Описаны позиции Республики Казахстан в Международных рейтингах по развитию онлайн-сервисов и электронного правительства. На основе этих показателей продемонстрировано, что данный результат является следствием государственной политики в сфере цифровизации. Авторами приведена динамика показателей Интернет-покрытия, Интернет-пользователей, мобильных подключений и E-gov-услуг цифровизации Казахстана, начиная с 2020 года, рост значений по которой свидетельствует о существенных позитивных изменениях цифровой инфраструктуры. Проведен анализ динамики общих затрат на информационно-коммуникационные технологии за последние десять лет, демонстрирующих значительные вложения в этом направлении. В ходе расчетов корреляций выявлено, что наблюдается прямая зависимость между цифровыми факторами и экономическими показателями. Осуществлено ранжирование регионов и крупных городов Казахстана по уровню цифровизации, демонстрирующее разрывы интегральных индексов цифровизации. Определена необходимость дальнейшей поступательной модернизации в сфере цифровизации и ее направления. The article examines the impact of digitalization and digital technologies on the development of Kazakhstan in general, as well as territorial progress in particular. Modern scientific works covering this issue are analyzed, and on their basis the need for an in-depth study of this issue is substantiated. The Republic of Kazakhstan's position in international rankings for the development of online services and e-government is described. Based on these indicators, it is demonstrated that this result is a consequence of state digitalization policy. The authors present the dynamics of indicators of Internet coverage, Internet users, mobile connections, and E-gov services for digitalization in Kazakhstan, starting from 2020, the growth of which indicates significant positive changes in the digital infrastructure. An analysis of the dynamics of total expenditure on information and communication technologies over the past ten years has been conducted, demonstrating significant investments in this area. During the calculations of correlations, it was revealed that there is a direct relationship between digital factors and economic indicators. A ranking of regions and major cities in Kazakhstan by level of digitalization was carried out, demonstrating gaps in the integral digitalization indices. The need for further progressive modernization in the field of digitalization and its directions has been identified.
