Abstract
This article examines the role and effectiveness of tax preferences in attracting capital to the priority sectors of the agro-industrial complex (AIC). The study analyzes the regulatory framework of tax incentives in Kazakhstan, the specifics of their implementation at the regional level, and their influence on investment activity. Comparative and dynamic analytical methods are used to assess the extent to which tax benefits affect investment decision-making. The results show that tax preferences have a positive impact on capital inflows, particularly in capital-intensive sectors such as agricultural processing, irrigated farming, and livestock production. At the same time, several informational and administrative barriers that limit the efficiency of tax incentives were identified. The findings allow the authors to develop recommendations aimed at improving tax policy to enhance capital inflows into the priority areas of the agro-industrial complex.
