How this score is calculated

It is built from checkable properties of the record itself: whether the article has a DOI, how many independent sources confirmed its data, whether the required fields are filled in, and how recent the latest confirmation is. Disagreement between sources and a missing identifier lower it. A value of 80 or above means the record was published without further checking; 60 to 79 means it is published at reduced confidence, with a manual check advisable. A record verified by an editor by hand is never pushed below 90 by a recalculation. This scores our data about the article, not the article itself.

Abstract

This article presents a systematic assessment of the availability of government support for small and medium-sized enterprises (SMEs) in Kazakhstan in the context of current economic conditions and the regulatory environment. The aim of the study is to identify the factors determining the coverage and effectiveness of existing support mechanisms, as well as to quantitatively assess the accessibility of financial and non-financial instruments for SMEs across different industries and regions. The study employs mixed methods: analysis of the regulatory framework and budget programs, static and dynamic analysis of the accessibility of support instruments, as well as empirical approaches to evaluating effectiveness (indicators such as the share of applications submitted, approval rates, processing time, and funding amount per unit of time). A significant part of the work is dedicated to identifying barriers to accessing government support: administrative procedures, information transparency, requirements for SMEs, and access to information about existing programs. Based on the results obtained, recommendations are formulated to simplify procedures, increase transparency in application selection, and expand the coverage of support programs, with a focus on improving the predictability and stability of financial flows for enterprises. The findings of the study complement the existing literature on government support tools for SMEs and are intended for use by government authorities and the business community in the development and adjustment of policies.
