Abstract
In the era of rapidly expanding global communications, countries striving for civilized development aim to establish the rule-of-law state. A rule-of-law state is one in which the supremacy of law is ensured in all spheres. The formation and development of a rule-of-law state are based on a number of principles. One of the most important principles of the rule-of-law state is the principle of legal security. The tasks of the principle of legal security include: guaranteeing the protection of citizens before the law, ensuring the stability and predictability of legal norms, as well as preventing unjustified interference by the state in rights and freedoms. The significance of legal security in building a rule-of-law state lies in strengthening citizens’ trust in law, ensuring the supremacy of law, enhancing the fairness of the judiciary, and fostering a culture of legality. Without the principle of legal security, the rule-of-law state cannot develop fully. In addition, the article discusses how the values of legal security are being shaped in the Turkic-speaking republics of Central Asia. In this regard, attention is given to measures aimed at ensuring legal security in the region. The activities of Constitutional Courts, which carry out constitutional review in these countries, are comparatively analyzed.
