Abstract
В статье рассматриваются процессы формирования и развития инфраструктуры цифровой экономики Карагандинской области, одной из ключевых индустриально-развитых территорий Казахстана. Рассматриваются основные тенденции цифровизации в регионе, включая внедрение информационно-коммуникационных технологий, развитие электронных услуг, цифровых платформ и технологий «умного города». Проанализированы текущие достижения и вызовы, с которыми сталкивается область на пути цифровой трансформации. От проникновения цифровизации в производство, социальную сферу зависит экономический рост, качественное улучшение факторов производства, эффективное использование ресурсов и социальный прогресс. В статье определены основные элементы цифровой инфраструктуры, которые становится механизмом создания информационной среды и сущностью, и результатом цифровой экономики. Отдельное внимание уделено государственным программам и инициативам, направленным на поддержку цифровой трансформации региона, и их роли в модернизации экономической инфраструктуры. Авторы приходят к выводу, что успешное развитие цифровой экономики региона возможно только при эффективном взаимодействии всех заинтересованных сторон — органов власти, бизнеса и научного сообщества. Статья предлагает рекомендации по повышению уровня цифровой грамотности населения, привлечению инвестиций и поддержке инновационных стартапов, что способствует укреплению конкурентоспособности региона в условиях глобальной цифровой трансформации. The article examines the processes of formation and development of the digital economy infrastructure of the Karaganda region, one of the key industrialized territories of Kazakhstan. The main trends of digitalization in the region are considered, including the introduction of information and communication technologies, the development of electronic services, digital platforms and smart city technologies. The current achievements and challenges faced by the region on the path of digital transformation are analyzed. Economic growth, qualitative improvement of production factors, efficient use of resources and social progress depend on the penetration of digitalization into production and the social sphere. The article identifies the main elements of the digital infrastructure that become the mechanism for creating an information environment and the essence and result of the digital economy. Special attention is paid to government programs and initiatives aimed at supporting the digital transformation of the region and their role in modernizing the economic infrastructure. The authors conclude that the successful development of the digital economy of the region is possible only with the effective interaction of all stakeholders — government authorities, business and the scientific community. The article offers recommendations on improving the level of digital literacy of the population, attracting investments and supporting innovative start-ups, which contributes to strengthening the competitiveness of the region in the context of global digital transformation.
