How this score is calculated

It is built from checkable properties of the record itself: whether the article has a DOI, how many independent sources confirmed its data, whether the required fields are filled in, and how recent the latest confirmation is. Disagreement between sources and a missing identifier lower it. A value of 80 or above means the record was published without further checking; 60 to 79 means it is published at reduced confidence, with a manual check advisable. A record verified by an editor by hand is never pushed below 90 by a recalculation. This scores our data about the article, not the article itself.

Abstract

In this article, the authors analyzed the main normative legal acts in the field of housing and communal infrastructure. An analysis of existing public housing programs was also carried out, and a number of differences in public housing programs of different years were investigated. The article describes the state of housing legislation of the Republic of Kazakhstan, discusses the provisions of the new Concept of housing and communal infrastructure development for 2023–2029 and its key problems. The authors of the article argue that the housing market is a complex, multifaceted sector with economic, regional, social, cultural, physical, environmental and financial nuances. This is a long-term asset for the population with an often-inelastic supply, when the demand for housing cannot increase the volume of housing construction, as a result of which housing prices rise. A successful public affordable housing policy requires that all these nuances be taken into account on both the supply and demand sides. A public affordable housing policy should include a deep qualitative analysis of the needs and types of housing solutions that would be suitable for different groups of the population in terms of price, location, housing design, size, and so on. Keywords: housing legislation, state housing program, housing law, mortgage, social policy.
