The breakup of the Soviet Union (USSR) highlighted many issues related to equity in education in Kyrgyzstan, including the distribution of state scholarship funds to university budgets. To address inequity in access to university scholarships, the National Scholarship Testing (NST) was introduced to test students’ knowledge, skills, and competencies and to select the most talented youth irrespective of their locations and backgrounds. The NST has now been conducted in Kyrgyzstan for 10 years and has achieved both successes and setbacks. The authors of this chapter describe whether the NST has had any significant impact on the equity issues and suggest concrete policy and program implications and recommendations.
