The article discusses the prospects of population growth, urbanization, and environmental problems that encourage the creation of a new generation of cities with urban infrastructure - «Smart city». The lack of research on this topic in Kazakhstan determines the relevance of the chosen topic. Smart city development is a strategic process that requires innovation in the approach, planning, operation, communication, and management of urban enterprises. Striving to combine economic growth with efficiency, environmental improvement, and positivity. The city of Turkestan has adopted the «Smart City» strategy. Normative ideas about the smart city Achievements in the field of ICT reflect more inclusive, effective, and democratic local government. Creating a smart city affects the formation of the city brand. The article uses statistical and surveys methods. The results of the questionnaire were included in the SPSS 22. The article analyzes the program, the results of normative tests, and factor analysis of the variable elements for the creation of a smart city.
