Labor translates communism into reality. Rapid rates of development of social production are due to an increase in the number of workers in the national economy and, particularly, to a rise in the productivity of their labor. The possibilities for an increase in the number of workers are limited by the specific nature of the reproduction of the population. Besides, in the next 20 years the consequences of the war through which the Soviet people lived will still adversely affect the dynamics of labor resources. In the 20-year period [general'nyi perspektiv], labor resources will grow by a little more than 30%, whereas employment in the national economy is to increase by approximately 40%. This means that the national economy's demand for labor will be growing faster than the amount of labor resources. It should also be stressed that the growth in employment will be taking place in conditions of considerably shorter working hours. This circumstance will require that additional labor be drawn into the national economy in an amount approximately equal to the number now employed in industry. That is why the efficient and rational use of labor resources in the 20-year period constitutes a major task of planning.
