Background: One of the key challenges facing the health system of the Kazakhstan are insufficient competitiveness and relevance for the results of health research. Within the framework of the implementation of the project approach for the implementation of the main directions of the State Health Development Program ‘Densaulyk', the Ministry of Health of the Kazakhstan launched the project ‘Modernization of medical education and science', including the subproject ‘Development of Health research system'. The goal of this subproject is to achieve the relevance and competitiveness of scientific research in the field of health. In this regard, we were tasked with developing and implementing a national KPI system for assessing the effectiveness of research in the field of health. Methods: To develop a national KPI system for assessing health research, we analyzed methodological approaches to the evaluation of scientific activities used in a number of authoritative global country ratings (Global Innovation Index, SCImago Country Ranking), university ratings (Times Higher Education World University Rankings, Academic Ranking of World Universities, QS World University Rankings etc.). Results: The proposed KPI system includes internationally recognized criteria (research funding, articles in peer-reviewed journals, citation, patents, commercialization of scientific results, participation in international conferences), the achievement of which will allow for domestic health research organizations to enter the international level and receive recognition of the world scientific community. Conclusions: The development of a national KPI system for assessing the effectiveness of research in the field of health is aimed to providing the Ministry of health with an effective tool for monitoring the productivity of research activity of health research organizations and their research teams, assessing the effectiveness of the measures taken to develop the scientific infrastructure. Key messages: National KPI system provide the Ministry of health with an effective tool for monitoring and decision making for health research governance. The implementation of KPI should be aimed at achieving the competitiveness of the national health research system.
