Amid digital change, this chapter uses the Technology Acceptance Model (TAM) and the Innovation Diffusion Framework (IDF) to assess how digital technologies influence efficiency and citizen engagement, with local communities as co-creators. Through analysis of Denmark and Estonia and Kazakhstan-relevant case studies, it highlights Denmark's NemID/MitID and Borger.dk, and Estonia's X-Road and e-Residency as enablers of service delivery.Sustainable transformation requires active local participation to translate national platforms into neighborhood-level improvements. Key findings emphasize leadership, citizen-centered design, interoperability, and cybersecurity, while noting challenges like resistance to change, digital divides, and privacy concerns. The chapter offers recommendations for Digital Kazakhstan program, advocating digital hubs, community champions, and hybrid participation to ensure inclusive public services. It advances understanding of digital governance in transitional contexts and provides actionable guidance for embedding local participation in public service reform.
