The article analyzes the foundations of rural development in Kazakhstan as a complex socio-economic system. The resultsof the agribusiness study are determined not onlyby production factors, but also by the quality of the institutional environment and management coordination. The conceptsof territorial development are used asa methodological basis. Rural territories are represented asa space of interaction of resources, infrastructure, entrepreneurial incentives and public goods. The effectivenessof government support is related to the accuracy of goal setting and targeting of tools. Inthe course of the study, it was proved thatthe main "bottlenecks" were not individual indicators, but uncoordinated mechanisms. Significant attention is paid to the roleof human capital and demographic processes. Becausethe sustainability of rural areas depends on the reproductionof employment, the attractiveness of living conditions and opportunitiesfor professional self-realization. Development is interpreted throughthe prism of spatial differentiation, territorial differences showan uneven density of economic ties. The scientific significanceof the study is related tothe fact that a holistic interpretation of rural developmentis proposed as an effect of coordinating institutions and incentives. The practical significance is due to the fact that the formulated conclusionsmade it possible to orient management decisions towards increasingthe connectivity of the territory. The sustainability of rural areasis determined by a combination of the financial dynamicsof agriculture and the qualityof the living environment. Fluctuations in profitability in 2018-2023reflect the risks of investment cycles and the vulnerability of household incomes, while the growth of rural housing stock in 2018-2024 reflects the accumulation of infrastructure capital. A joint analysis of these trends clarifies policy priorities: to stabilize incomes and increase the attractiveness of rural living. Consideration of the relationship indicators will allow for a more accurate assessmentof the effectiveness of measures, comparing production results with social effects and infrastructural shifts.
