International experience and modern technological solutions in the field of earthquake early warning systems are examined. The aim of the study is to conduct a comparative assessment of the operating principles, architectural structures, and practical effectiveness of early warning systems implemented in various countries, as well as to analyze the development of seismic safety in the Republic of Kazakhstan. The paper analyzes local, regional, and hybrid systems used in Japan, the United States, Mexico, and Turkey, along with modern algorithms for processing seismic data and warning information delivery channels. It also considers the current state and development prospects of the automated earthquake early warning system in Kazakhstan. Based on the conducted analysis, an original four-stage methodology for the multicriteria comparative assessment of early warning systems is proposed. The study establishes that the effectiveness of such systems depends on the density of seismic monitoring networks, data processing speed, forecasting accuracy, and the reliability of alert dissemination mechanisms. The obtained results provide theoretical and practical value for improving the national seismic monitoring system and enhancing seismic safety.
