Аннотация
The rapid development of artificial intelligence (AI) technologies and the expansion of digital public services are creating new requirements for digital literacy and for the mechanisms of interaction between the state and civil society. In the Republic of Kazakhstan, this issue is particularly relevant in the context of the ongoing digital transformation of public administration and the increasing adoption of AI tools, the effectiveness of which largely depends on the readiness of citizens and civil society institutions to make use of emerging digital opportunities. This study aims to identify the key factors and conditions influencing the development of digital literacy in the context of the growing adoption of AI technologies and to determine potential directions for improving digital interaction between public authorities and civil society in Kazakhstan. The methodological framework combines analysis and synthesis, a comparative assessment of domestic and international practices, an examination of regulatory legal acts, government programs, and analytical reports, as well as a quantitative survey of representatives of non-governmental organizations. The findings identify the key factors affecting the development of digital literacy in the context of AI adoption, reveal major barriers to digital interaction between the state and civil society, and systematize relevant international practices in the development of digital ecosystems. Based on these findings, the study proposes directions for enhancing digital literacy and improving the mechanisms for integrating AI into interactions between public institutions and society. The scientific significance of the study lies in the systematization of factors shaping digital literacy in the era of AI and in clarifying their role in the transformation of state–civil society interaction in the Republic of Kazakhstan.
