This study examines the behavioral determinants influencing Kazakhstani beef farmers’ intention to adopt organic production using the Theory of Planned Behavior (TPB) and Structural Equation Modeling (SEM). A survey of 410 farmers found that their attitudes toward organic production, subjective norms, and perceived behavioral control significantly affect their willingness to switch to organic livestock farming. The model demonstrated high reliability (Cronbach’s α = 0.917) and strong goodness-of-fit indices (SRMR = 0.028; NFI = 0.940), explaining 97.7% of the variance in farmers’ behavioral intention. Among the three TPB constructs, perceived behavioral control had the greatest impact (β = 0.499), underscoring the importance of self-efficacy, financial capacity, institutional support, and access to infrastructure. Positive attitudes and social influence also played crucial roles in shaping behavioral intentions. The findings highlight that the transition to organic production in Kazakhstan depends not only on economic incentives but also on psychological and social factors. Strengthening government support programs, farmer training, and awareness campaigns can enhance positive attitudes and reduce perceived barriers to organic livestock adoption. This research provides empirical evidence to improve Kazakhstan’s agricultural policy and advance sustainable rural development.
