It is shown that the convergence of artificial intelligence and telecommunications networks, which is currently taking place, can lead to very non-trivial consequences that require a philosophical level of understanding of the problem. First of all, such convergence can significantly increase the influence of transpersonal information structures on society. Evidence for the existence of such structures is given on the basis of the neural network theory of the noosphere, according to which society should be considered as an analogue of a neural network. Further development of transpersonal information structures, stimulated by the integration of artificial intelligence and telecommunication technologies, can lead to the appearance of at least some signs of intelligence in them. This, firstly, leads to quite definite risks, and, secondly, it returns to the question of the essence of intelligence, which, generally speaking, does not have to be similar to a human one. It is shown that humanity has already encountered the emergence of transpersonal information structures: they determine the essence of the bureaucracy, which is also being significantly transformed at the present time. This example also shows that posing the question of the influence of transpersonal information structures on society is indeed relevant, and such an impact itself can be quite noticeable.
