The article considers theoretical and applied aspects of the formation of inclusive public administration in the conditions of digital transformation. The key challenges related to digital inequality, limited access of vulnerable groups to public services and insufficient coordination of management initiatives are analyzed. Using Kazakhstan as an example, regional differences in the use of digital public services are analyzed and data on international practices in the field of digital inclusion are presented. The institutional barriers and technological gaps preventing the full realization of inclusive strategies are identified. The necessity of transition from fragmented digital solutions to a systemic, human-centered management model is substantiated. Proposals for the further development of digital inclusion, including the creation of feedback mechanisms, personalization of services and increased participation of citizens in the design of digital solutions were developed. A comparative analysis of the digital inclusion index of Kazakhstan and a number of developed countries is carried out. The necessity of normative changes and development of digital literacy among vulnerable groups is shown. Modern theoretical approaches, including the principles of participatory democracy, social justice and sustainable development are considered. The criteria for assessing digital inclusiveness in the public sector are specified. Directions for further research are proposed, including the development of indicators and implementation of the evaluation of the effectiveness of human-centered services.
