In worsening environmental problems, transitioning to a closed-loop economy is becoming a strategic direction for sustainable development. This article aims to analyze the role of the formation of competencies and skills of human capital that will be suitable for a closed- loop economy, which will reduce the burden on the environment. The study uses methods of waste analysis in the country, content analysis of training programs, and statistical analysis of the dynamics of personnel training in the field of environmental protection from 2005 to 2023. The results show that, firstly, the environmental burden is increasing, which indicates an increase in the amount of waste, secondly, the educational program does not fully comply with the principles of a closed-loop economy, thirdly, staff training is of poor quality, which leads to a decrease in the level of staff training. In addition, the strengths and weaknesses of the education system were identified. In conclusion, strategic measures are proposed to modernize training courses, develop new specialties, improve the skills of teachers, and strengthen cooperation with enterprises. These steps are necessary to train personnel capable of supporting sustainable development and achieving carbon neutrality goals by 2050.
