This study examines the evolution of maslikhats in Kazakhstan, focusing on their role in governance and recent electoral reforms. Maslikhats, established as local representative bodies, have undergone significant changes to enhance their authority and political participation. The 2022 constitutional amendments introduced a mixed electoral system, allowing for both party-affiliated and independent candidates, which aimed to increase political competition and local self-governance. However, challenges remain, including financial and structural limitations that restrict their autonomy. The findings highlight the impact of these reforms on political dynamics, representation, and the effectiveness of local governance, emphasizing the need for further decentralization and institutional strengthening.
