This study examines employee perceptions of anti-corruption compliance systems in Kazakhstan’s quasi-public sector. Results from more than 1,000 respondents revealed significant differences in performance, transparency, and compliance scores that vary by job title, gender, and length of service. These differences suggest institutional and cultural limitations in current compliance practices. The study highlights the formal character of anti-corruption efforts in transition economies and offers practical recommendations to strengthen internal perceived trust, transparency, and oversight. The research contributes to the limited empirical literature on compliance in post-Soviet public administration systems.Impact StatementThe significance of this article lies in its ability to measure the characteristics and features of various groups of producers that influence their perception of anti-corruption criteria, their level of trust in the control system, and their attitudes toward corruption risks. The results refine our understanding of the factors shaping the behavior of corrupt actors and provide an empirical basis for developing a more effective measure of correlation in quasi-governmental relations today.
