Problems of urban development are directly related to the management decisions that may be ineffective, which is due to the underestimation of changes in their social and economic parameters. The current stage of socioeconomic development is characterized by the impact, on the one hand, of globalization processes and, on the other, by regional specialization. Large cities are becoming centers and catalysts for regional business activity. The city is a complex mechanism that provides, on the one hand, the spatial conditions for the existence of elements of socio-production systems, and on the other hand, aggregates of these systems, i.e. ways and forms of their interaction (production, social sphere, political and cultural institutions, etc. The development of a city development strategy should be oriented towards a self-development strategy that involves the activation of competing points of growth, the strengthening of the competitive advantages of a particular city, and not the movement in all possible directions, pursuing only the goal of increasing the budget for its subsequent distribution among the factors of the territory
