Metallurgy is the second-largest sector of Kazakhstan's economy and the backbone of its manufacturing exports. However, its growth over the past two decades has been driven by resource extraction and capital deepening rather than by domestic innovation, which raises the question of whether the sector is undergoing a structural or an innovative transformation consistent with SDG 9 (industry, innovation and infrastructure) and SDG 8 (sustainable economic growth). This study examines how fixed capital investment, research and development intensity, and patenting activity shape the long- and short-run dynamics of metallurgical Output in Kazakhstan. It employs an annual time series for 2006–2025 compiled from the Bureau of National Statistics, the World Bank, the World Steel Association, and Kazpatent, and applies unit-root and Zivot–Andrews break tests, ARDL bounds cointegration, error-correction modelling, Granger causality, Johansen VECM, impulse responses, variance decomposition, mediation analysis, instrumental-variable estimation, and a battery of robustness checks. The results show that a 1% increase in real Investment in metallurgy raises real metallurgical Output by 0.53% in the long run (p = 0.083), that the error-correction term of −0.448 (p = 0.001) removes about 45% of disequilibrium per year, that investment shocks explain 25.6% of the forecast-error variance of Output, and that investment Granger-causes output (p = 0.068) while R&D intensity and patenting do not. The findings suggest that Kazakhstan's metallurgy has undergone an investment-led structural expansion in which domestic innovation inputs and outputs have remained disconnected from production growth, leaving responsible production and sustainable industrialization unfinished transformations.
