The digital transformation of public administration is moving from the electronic delivery of individual services toward integrated digital environments in which inter-agency data exchange, transaction verification and accountability underpin strong institutions and resilient public infrastructure. Local executive bodies, which implement most state programmes and interact directly with citizens, remain the least studied level for distributed ledger applications. This study examines the opportunities, limitations and readiness conditions for implementing a permissioned blockchain platform in the local public administration system of the Republic of Kazakhstan. It employs a synthesis of 2023–2026 scholarship, a structural-functional analysis of the national e-government architecture and a dynamic analysis of official e-government indicators for 2022–2025, including remote digital identification, Smart Bridge integrations and the monthly active audience of eGov Mobile. The results show that remote identification transactions of individuals rose from 11.05 million to 23.61 million (2.14-fold; 28.8% average annual growth), those of legal entities grew 2.34-fold (32.7% average annual growth), the monthly active audience of eGov Mobile increased from 2.4 million to 6.4 million (38.7% average annual growth), and blockchain-based registrations of real estate encumbrances grew by 50.0% in 2024. The findings suggest that Kazakhstan's digital environment has reached the maturity required to pilot trusted data exchange. However, the value of blockchain is realized only when a specific administrative problem involves multiple independent participants, repeated verification, and high traceability requirements, and when institutional, regulatory, and workforce readiness is sufficient. Innovation in public infrastructure therefore rests on measurable administrative and public value rather than on adoption itself.
