In his Address to the People of Kazakhstan delivered on 8 September 2026, Kassym-Jomart Tokayev stated: “Resolving the water issue is essential to maintaining social stability and promoting economic development. It is one of the key factors in ensuring national security… The platform will use artificial intelligence to collect and consolidate data on surface water and groundwater. If we identify an appropriate and effective solution to the water issue today, future generations will benefit from it. Environmental awareness, a strong sense of responsibility, and genuine concern for nature should form the core of our national ideology” [1].In the arid climatic conditions of Kazakhstan, particularly Western Kazakhstan, scholarly works addressing agricultural development, livestock fodder production, the greening of settlements and surrounding areas, oasis farming, and land reclamation are especially relevant. Of considerable academic importance are studies that offer theoretical and methodological recommendations for advancing the national economy through the effective management of water resources in arid and semi-desert regions. This article examines the biography, professional career, and scholarly legacy of the economist Tekey Karamurzauly Karamurziyev. The primary aim of the study is to systematise, analyse, and introduce to the academic community the works of T. K. Karamurziyev, who provided a scientific and theoretical foundation for the effective use of groundwater in agricultural development. In accordance with this aim, the study pursues the following objectives: to review the scholar’s biography and professional career; to identify the principal areas of his research; to analyse his monograph; and to assess his scholarly arguments and practical recommendations. The relevance of the study is directly associated with the need for the rational use of Kazakhstan’s water resources. Climate change, increasingly frequent droughts, water scarcity, and growing demand for agricultural products currently exert a substantial influence on the country’s agricultural sector. The scholar’s monograph was based on the findings of long-term geodetic, economic, statistical, and field exploration studies. It examines Kazakhstan’s groundwater reserves, a component of the country’s natural resources that has received comparatively limited scholarly and public attention. The author’s conclusions and recommendations concerning the efficient use of groundwater for agricultural development remain highly relevant today. The study employs the principle of historicism, interdisciplinary analysis, and scholarly assessment. Through a historiographical review of the scholar’s life and fundamental research, the article seeks to draw the academic community’s attention to the issues he raised. The conclusion emphasises the continuing importance of T. K. Karamurziyev’s research findings and practical recommendations for Kazakhstan’s contemporary socioeconomic development.
