This article examines how global digital gender agendas promoted by international organizations are localized within women’s education policies in Central Asia. Focusing on Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan, it uses comparative qualitative policy analysis to explain cross-national variation in the adoption, integration, and implementation of norms linking gender equality, education, and digitalization. The article argues that while international organizations have institutionalized women’s digital inclusion as a development goal, domestic outcomes are shaped by governance strategies, state capacity, and institutional fragmentation. Governments across the region have adopted global gender language in policy discourse, but its translation into coordinated and gender-transformative reform remains uneven. The findings show that localization proceeds through selective adoption, symbolic compliance, and institutional decoupling. The article contributes to scholarship on norm diffusion and localization by demonstrating how governance contexts in Central Asia shape the domestic life of global equality agendas. The comparison highlights practical priorities for more coherent regional implementation.
