In the context of accelerating digitalization, public administration of the social sphere is acquiring new characteristics related to increased targeting, transparency and efficiency of the services provided. This article examines the foreign experience of implementing social policy in developed countries, as well as analyzes the effectiveness of modern models of social policy in the context of globalization, digital transformation, demographic changes, migration processes, gender equality, and economic instability. The main focus is on Scandinavian, conservative and liberal models of social policy and their impact on the level of social protection, public welfare, social equality, gender inclusion, migrant adaptation, and sustainable development. The study uses comparative, institutional, and risk-based approaches to identify the advantages and disadvantages of various social management systems. The results of the study show that the Nordic countries achieve a high level of social well-being thanks to a universal social protection system, well-developed public services and the active participation of the state in the social sphere. Conservative models focus on the development of social insurance mechanisms, support for labor migrants, and ensuring the stability of the labor market, while liberal systems emphasize market efficiency, individual responsibility of citizens, and equal opportunities regardless of gender or migration status. The study also highlights the increasing importance of digital governance, inclusive social programs, gender-sensitive policies, migrant integration mechanisms, and sustainable social development strategies. The results obtained are of practical importance for developing countries, in particular for the Kazakhstan, as they confirm the need for a combination of social protection, economic flexibility, digital modernization, and inclusive approaches to migration and gender policy.
