In many countries, including Kazakhstan, cooperation in the field of waste management is achieved through public-private partnerships (PPPs). In this way, the government enacts laws and various programs to create favorable business conditions. The international community is creating a legislative framework and financial support for cooperation. In turn, business structures are interested in the favorable investment climate of the state, implementing their projects to achieve the goals of sustainable development. The purpose of the article is to study the legislative bases of some countries and international documents in the field of interaction between the state and business on waste management, to identify the main problems hindering the development of the industry, as well as to suggest ways to introduce best practices into the current laws of the Republic of Kazakhstan. Within the framework of this article, the solution of the following tasks is proposed: the study of the norms of international laws on PPP in the field of waste management, as well as the creation of a legislative framework for the implementation of best practices of interaction between government and business. When writing the article, we chose a method for analyzing and researching the norms of international and Kazakh legislation, which allowed us to formulate the theoretical basis of the study and identify the main problems and key areas of public-private partnership in the field of research. A selection of successful practice cases from Europe, Australia, and Singapore in the field of public-private partnership cooperation allowed us to identify areas of development in this area. The method of comparative legal research of the state programs of Kazakhstan and some international documents helped to find prospects for improving the current legislation of Kazakhstan in the field of waste management and to propose recommendations for the interaction of PPP entities. As a result of the study, the authors came to the conclusion that PPP in the field of waste is, first of all, a social responsibility enshrined in law and state policy, where the main benefit of each subject is a favorable climate and the future of all mankind.
