The article is devoted to improving the risk management system for IT projects in the field of consulting services. The purpose of the study is to substantiate pre-project diagnostics as a mechanism for reducing the risks of an IT consulting project, with the development of a risk-oriented model of application. The theoretical basis is formed by an analysis of literature on project risks, digital transformation, requirements engineering, organizational readiness, and change management. The statistical basis includes official materials on the development of the professional consulting and IT sectors of Kazakhstan. It has been revealed that a significant part of the risks of IT consulting projects arises before the active phase of implementing a digital solution. The key risks include incompleteness and inconsistency of requirements, weak formalization of the customer’s business processes, and insufficient digital maturity of the organization. The list is supplemented by blurred responsibility, low involvement of management, low quality of information arrays, infrastructure limitations, legal risks, and information security risks. The following conclusion is made: the activation of risk management mainly at the implementation stage does not ensure sustainable management of IT consulting projects. The scientific novelty of the study is expressed in the development of a conceptual model of risk-oriented pre-project diagnostics of an IT consulting project. Compared with standard approaches to project risk management, the model transfers the identification of key risks to the early interaction between the customer and the contractor. The model also transfers the assessment of key risks to the early interaction between the customer and the contractor. The structure of the model covers the analysis of the initial prerequisites of the project, the diagnostic contour, analytical risk management, the management contour, and monitoring with feedback. The practical significance is associated with the application of the model by consulting companies, IT integrators, and customer organizations in the preparation of digital projects.
