Introduction. This article examines how passenger, postal, sanitary, agricultural, and administrative flying services emerged in Soviet Kazakhstan between 1920 and 1940. Instead of presenting early flights, government acts, public campaigns, and route construction as separate episodes, the study treats them as parts of one historical process: the gradual creation of a governed, technically supported, and socially embedded system of communication. Particular attention is given to the legal measures of 1923, the managerial reforms of the 1930s, the expansion of specialized services, and Almaty's growing role as a strategic transit point in the late interwar period.
