The article is devoted to the analysis of financial mechanisms of technology transfer in the Republic of Kazakhstan. The purpose of the study is to assess the dynamics and structure of financing of research and development (R&D) and to identify financial and institutional constraints hindering the commercialization of research results. The methodological framework includes comparative, statistical, and dynamic analysis. The empirical base is formed using data from the Bureau of National Statistics of the Republic of Kazakhstan and a review of domestic and international publications. The study reveals that the growth of internal R&D expenditures in absolute terms does not lead to an increase in their share in the economy, while the funding structure is characterized by the dominance of budgetary resources and limited participation of business and external investors. The configuration of financial flows acts as a systemic factor in the efficiency of technology transfer, while financial asymmetry between the university and business sectors reflects differences in their participation in external R&D and the degree of science–industry linkage. The results may be used in developing policy measures aimed at expanding contract-based financing and co-financing mechanisms for R&D.
