The article examines the transformation of the Shanghai Cooperation Organization in the context of the transition from a unipolar to a multipolar world order and the profound changes in the system of international security. Based on historical-legal and comparative-legal research methods, the institutional evolution of the Organization is traced: from a confidence-building mechanism along the borders (“Shanghai Five”) to a full-fledged structure of global influence, including successive enlargement stages (India, Pakistan, Iran, Belarus) and the formation of a multi-level partnership system. Special attention is paid to key areas of activity: ensuring food security (with emphasis on the vulnerability of Central Asia and the necessity of regional cooperation), fostering a favorable investment climate, and developing humanitarian cooperation. Using the Republic of Kazakhstan as a case study, the article analyzes systemic challenges of investment policy (regulatory instability and raw-material dependency) and proposes possible solutions, taking into account the experience of SCO member states (China, India) and dialogue partners (the UAE). The role of educational programs (with reference to Caspian University) in forming the human capital foundation of Eurasian integration is examined separately. The author concludes that the SCO represents a key element of the emerging polycentric global architecture. However, the effectiveness of further integration requires harmonization of national legislation and a shift from declarative statements to genuine institutionalization of cooperation mechanisms.
