The recent decade in Russia and Kazakhstan is characterized by widespread processes of structural transformation of the electric power industry due to privatization of energy facilities. The purpose of these transformations, from the point of view of the state power of both nations, is to overcome a series of financial and economic crises, as well as to mobilize and accumulate funds for subsequent modernization of power plants and stable energy supply to industry, transport and the population in the required volumes of generated electricity. As the experience of the European Union countries shows, so far they have been able to overcome all negative situations in the economy. An energy crisis has broken out in Europe this year. Russia and Kazakhstan, thanks to close mutually beneficial cooperation, are not threatened by a crisis in the electric power industry for the foreseeable future. Even if to assume that in 20-40 years oil reserves in both Kazakhstan and Russia will run out, then there are great prospects for the development of green and low-carbon energy supply. "Kazakhstan 2050" development strategy and the Concept of Russia's Transition to Green Economy determine the transition to low-carbon development. Kazakhstan, having ratified the Paris Agreement in 2016, announced certain nationally determined contributions, expressing its unconditional willingness to reduce greenhouse gas emissions by 15 % by 2030, while Russia - by 20% from the level of 1990. It should be noted that for the growing economies of both countries, with a high share of energy-intensive and raw materials industries (and in the electric power industry -with a high share of thermal power plants operating on coal), this is an ambitious goal.
