The article examines Japan’s electric vehicle (EV) transition strategy and its practical and strategic significance for Kazakhstan. The aim of the study is to analyze the lessons learned from Japan’s EV policy and propose ways to apply them effectively in the context of Kazakhstan. The novelty of the research lies in the comparative analysis of Japan’s recent infrastructure reforms and technological transformations with Kazakhstan’s emerging EV market. The study applies comparative and content analysis methods, as well as official statistical data collection. The study employed comparative analysis, content analysis, and the collection of official statistical data. In addition, documentary analysis and a systems approach enabled a comprehensive assessment of Japan’s industrial policy and infrastructure programs. The method of qualitative content analysis was used to systematize key trends and findings presented in international and national sources. The integrated application of these methods enhanced the scientific validity of the research and made it possible to formulate practical recommendations for Kazakhstan. The scientific objective is to describe Japan’s state support policies, research initiatives, and market regulation tools to develop concrete recommendations for Kazakhstan. The practical significance lies in identifying how Japan’s experience can be adapted to foster the development of EV production and infrastructure in Kazakhstan. The results identify the causes of Japan’s technological lag and outline the main directions of its current policy renewal. Specific recommendations are offered for Kazakhstan, including the expansion of charging infrastructure, cooperation with research institutions, and promotion of green hydrogen production. In addition, Japan’s experience in addressing personnel shortages and battery technology changes can serve as a valuable reference for Kazakhstan’s national innovation strategy.
