In this paper, a new multi-aspect evaluation model for sustainable development projects is developed with the aid of the Markov chain. In contrast to traditional methods, which commonly fail to account for the dynamic stochastic character of the implementation process, the proposed model takes the complexity of project behaviors into account by decomposing it into a set of well-defined states, along with their transition probabilities. The structure provides better visibility into project outcomes so you can make proactive, data-driven decisions. A directed graph and a state transition matrix are employed to represent the process, providing six different levels at which success is evaluated. Using probabilistic evaluation, the model facilitates the early recognition of risks and increases the certainty of project planning and performance. With this method, you can monitor and adjust to the evolving real work in progress and increase the likelihood of success for complex development efforts. The model offers a rational and quantitative approach for enhancing management efficiency and the resilience and sustainability of overall project outcomes.
