The relevance of the study is due to the existing problems of employment among vulnerable categories of the population. In this study, the main source of primary information was a standardized pilot survey of 21 unemployed people from among socially vulnerable citizens who applied to the Kyzylorda career center in October 2023. The analysis of the data obtained revealed significant barriers to the effective integration of job seekers into the labor market. The key problems include limited access to information, low level of digital literacy and lack of mechanisms for sustainable employment. Repeated requests to career centers indicate the insufficient effectiveness of existing adaptation tools. The authors substantiate the need to revise the concept of subsidized employment, which should be focused not only on temporary support, but also on creating conditions for the long-term integration of workers. In order to improve the effectiveness of employment promotion programs and reduce poverty among vulnerable groups, it is proposed to increase the level of subsidized wages through co-financing by employers, bringing it to the median value for the region, expand the list of available professions, introduce mechanisms for professional growth and develop incentives for employers to facilitate the transfer of job seekers to permanent jobs. The results of the study may be useful for developing and improving employment policies aimed at supporting socially vulnerable groups. In addition, emphasis is placed on the importance of developing digital skills as a key condition for successful adaptation to modern labor market requirements. Particular attention is paid to the need to eliminate institutional and information barriers that limit the access of vulnerable groups to stable employment and career opportunities.
